Plans for a mass development of up to 2,000 new homes on land in East Devon, near Crealy and Clyst St George, have been submitted to the district council.
Applicant Stuart Partners Ltd has submitted an outline planning application for up to 2,000 homes, park and bus change and mobility hub, primary school, public open space, a neighbourhood centre-mixed use area, plus employment area, on land between the A3052, near Crealy Theme Park & Resort, and the A376, near Clyst St George.

East Devon District Council (EDDC) said the development application would be considered through its normal planning process.
The outline planning application is for:
- Up to 2,000 homes, including affordable homes
- A primary school
- A neighbourhood centre
- Employment land
- Public open space
- New junctions onto the A3052 and A376
- A park and change facility
- Associated infrastructure such as drainage and landscaping
EDDC said a public consultation and talks with a range of organisations and stakeholders were planned.
The application has been submitted in outline form, meaning the council is being asked to consider whether development on the site would be acceptable in principle.
Details, such as the layout of development, the exact location of homes and the appearance of buildings, are not included for approval at this stage. They will be considered through future applications if outline planning permission is granted.
The application does include detailed proposals for new junctions onto the A3052, A376 and Oil Mill Lane.
A district council spokesperson said: “East Devon District Council has received a planning application for a proposed development of up to 2,000 homes on land between the A3052, near Crealy Theme Park & Resort, and the A376 near Clyst St George.
“The application, submitted under the name Clyst Village, is now being reviewed through the normal planning process.
“The site is not allocated for development in the council’s adopted Local Plan. In preparing the draft new Local Plan, the council favoured land between the A30 and A3052, east of Westpoint, for the proposed Marlcombe new town. The application now received seeks to promote the Crealy and Clyst St George site as a village that would be separate to proposals for Marlcombe.”
The EDDC spokesperson added: “Land does not need to be allocated in a Local Plan for a planning application to be submitted. The council is legally required to consider all valid planning applications on their individual planning merits, taking account of relevant planning policies and other material considerations.
“No decision has been made on the application. The council has not formed a view on whether planning permission should be granted or refused.”
EDDC said the plans are available online for the public to view and submit comments on areas including highways, drainage, landscape, ecology, infrastructure, design, housing need and the impact of the proposal on the surrounding area.
The EDDC spokesperson said: “All comments received will be considered as part of the assessment of the application before a decision is made. The application will be assessed by planning officers and determined in line with the council’s planning procedures.”
