Mill Street in Ottery St Mary remains closed while firefighters pump away floodwater.
Police are urging people to stay away from the town because flash floods have turned streets into rivers.
Ottery St Mary Police have thanked the public for their patience while floodwater subsides.
Ottery St Mary Police said: “Mill Street remains closed by the factory while Devon and Somerset Fire and Rescue Service pump out water.
“We will update you when the road is fully open, thanks for your patience.”
Devon and Cornwall Police said there were localised road closures due to flooding at Salston Corner, Exeter Road-Daisymount into Ottery, and Mill Street.
Police are advising motorists and pedestrians to avoid flooded areas until the water has subsided.
South West Water, the Environment Agency and Devon County Council are aware of the flooding.
